Charles Warren, was the then Police Commissioner of the Metropolitan Police until late 1888. The letter is in Charles Warrens hand and is signed to the bottom Warren, the envelope is also in his hand, additionally there is a period photograph of Sir Charles Warren in uniform, professional mounted within a frame ready for wall display. About Sir Charles Warren - Charles Warren became Police commissioner 1886 until late 1888 after his resignation during the Jack the Ripper investigations, he had much involvement in the day-to-day running of the investigation. After the murders of Elizabeth Stride and Catherine Eddowes in the early hours of 30th September 1888, police searched the area near the crime scenes in the effort to locate the suspect. At Goulston Street, the police discovered a bloodstained piece of apron and graffito which read The Juwes are the men that will not be blamed for nothing. Sir Charles Warren attended the site personally, where he authorised for its immediate removal in fear of racial tensions, for which he was heavily criticised. He also, favoured the vigilante activity in finding the infamous Jack the Ripper, who needs no introduction into his grotesque acts.
